You are using a laptop that is set to connect to an available network
i would set it only to connect to your network (network profile).
see manage wireless net works in control panel.
As for your question if you turn off network discovery no one can see
you. And if you turn off file sharing   (your neighbours have this on) then
they will never be able to access your files. 
Just right click your network icon (bottom right) select network and sharing centre, to see your settings.</description>
